should we be concerned - sorry may be long

my neice went on holiday to turkey on fri for 2 weeks with her daughter who's 3 and 3 female family members,last night she text her mum to say she was getting lots of attention from a couple over her daughter asking lots of q's about her age,her father what he did etc,then they went on to take photo's of her? then when she went to the toilet with her lo she came out to find the bloke standing outside? bit later on a group came over to them and said they had noticed the unwanted attention they were getting and walked them back to their rooms to make sure they were ok?(her mum told her to make it obvious but to get a photo of them)anyway today she took a photo of them in the background and the bloke covered his face,then at lunch when they went into the hall they noticed them sat quite far away so they sat down and then within 5 mins this couple had moved to a table near them?? not heard anymore since but are me and my sister right to be concerned by this or are we overreacting?? thanks mel

OP, Why was the photo of a child taken, permitted?, photos of children in semi naked state that are not your own are bit[sceptical]
To cut to the chase, tell your family to keep the child close at all times, alert the hotel, who should alert Turkish police.
In the mean time that couple should be given wide miss and ignored effectively, and shown that you family it's not naive, and are sort of onto them.
We do know of people with a similar incident three years ago in Majorca, where man was taking photos of children on the beach in the shallow waters, he was fully clothed and none of the children were his, one parent alerted a beach guard, who in turn contacted police, man was taken in for questioning, and a camera taken away for examination, it could be nothing, but it could be something.
Tell them to keep little girl close.

It must be bad if other people have noticed and saw fit to escort them to their hotel room... unless they are with the weird people and it was a ploy to find out which room they are staying in?

If they were proffessional child abducters they wouldn't have been so obvious and they wouldn't go back near them next day after their photo was taken.
