to think actually it won't be such a bad thing if people are forced to put a jumper on instead of the heating this winter?

I know there are certain people who must have the means to keeps warm and unfortunately those are often the ones who least have those means Sad but for the rest of us is it really such a bad thing if a financial squeeze makes us think twice about putting on/turning up the heating?

I find I only ever wear proper winter clothes in my own home because everywhere else (shops/offices/friends' homes) is far too warm. Really wearing a jumper or two is fine.

don't think you are BU. If we are talking about a home where there is fully functioning heating then yes I do think many people over heat their homes. I don't mean people with a medical condition I just mean average, healthy people.
We used to over-heat our home and felt appalling for most of the Winter, this year we have been forced to reduce our heating levels and we have all noticed we feel less bunged-up and our skin and hair is less dry. Luckily, this is not a freezing cold Winter, but then, the average British Winter is not the snow-fest we had for he past two Winters.
Shops are ridiculously hot, particularly when most shoppers are wearing Winter coats and in my workplace it would be almost impossible to wear more than a single layer or t-shirt through out Winter, it is so hot.
It does strike me as wasteful and unhealthy to have heating at these levels for perfectly healthy people who would quite like to wear knitwear occasionally.

If I put any more jumpers on I will not be able to bend my arms to type at the keyboard. Wearing thermal vest, wooly tight, jeans, long sleeved top, tightish jumper, fleecy hoody, and big mans fluffy hooded jacket.
Oh and fingerless gloves, essential for working at home.
The fire is roaring beside me but the weather still influences the temperature within my house.

Two problems here.
One damp, it's an old stone house, not designed for modern amounts of clothes drying and showering.
Two, my hands and feet freeze.
Yes you can wear fleecey socks and fur slippers, but I can't do many house hold jobs in gloves.
