❗️Russia is preparing a sustained, combined attack on Ukraine’s critical infrastructure, according to the Main Intelligence Directorate (HUR).
The first wave is expected to involve a large number of drones aimed at overwhelming air defense systems and striking civilian targets.
This would likely be followed by the use of air- and sea-launched cruise missiles, as well as ballistic missiles.
Potential targets include critical infrastructure and essential services in major cities — energy facilities, defense industry enterprises, and government buildings.
Right now Russia is attacking Ukraine with drones all over the country.

Since the beginning of May 13, Russia has carried out 23 attacks on railway facilities across Ukraine.
The strikes damaged three locomotives, seven suburban railcars, eight freight cars, five traction substations, five depots, and two bridges.

Slovakia has announced plans to supply Ukraine with millions of rounds of ammunition.
President Peter Pellegrini said the country is already delivering ammunition on a commercial basis.
He noted that, thanks to investments in the defense industry, Slovakia has become one of NATO’s largest ammunition producers.
According to him, the volume of supplies will continue to grow.

Zelenskyy and Nausėda signed a Ukraine–Lithuania agreement under the Drone Deal format.
The president noted that the agreement is expected to strengthen the defense capabilities of both countries and is based on the principle of reciprocity.
A Ukrainian military expert team will work in Lithuania to help develop the necessary security capabilities — primarily to counter modern threats and enhance the security of both states and the wider region, Zelenskyy added.

President Volodymyr Zelenskyy met with the President of Poland on the sidelines of the Bucharest Nine summit.

❗️Air defense forces neutralized 710 out of 753 Russian drones [yesterday].
The drone attack lasted from 08:00 to 18:30, with the main direction targeting Ukraine’s western regions. Russia also used the territory of Belarus and Moldova to route UAVs toward Ukraine.
A total of 36 drones hit their targets, while debris fell at 26 locations.

Lithuanian director who documented Mariupol under siege posthumously awarded the Order of Yaroslav the Wise
Ukrainian President Volodymyr Zelenskyy has posthumously awarded Lithuanian documentarian Mantas Kvedaravičius the Order of Prince Yaroslav the Wise, 5th degree.
Kvedaravičius first documented Mariupol and the war in eastern Ukraine in 2016. After the start of the full-scale invasion, he returned to the city to film the lives of civilians under constant shelling. For about a month, he recorded daily life under siege and fighting.
In late March 2022, he was captured by Russian forces. He was tortured and killed.
“They could not destroy the truth he managed to film,” Budanov said.
Kvedaravičius’s fiancée managed to smuggle out the footage, which later became the film “Mariupolis 2.” The film received an award from the European Film Academy and was screened at the Cannes Film Festival.

Russia launched 56 missiles and 675 drones at Ukraine overnight. Air defense forces neutralized 693 targets:
▫️ 29 out of 35 Kh-101 cruise missiles;
▫️ 12 out of 18 Iskander-M/S-400 ballistic missiles;
▫️ 652 UAVs of various types.
Another 15 missiles, including three Kinzhal missiles, and 23 strike drones hit 24 locations, while debris fell in 18 areas.
Kyiv was the main target of the attack. At least one person has been killed and 31 injured, including a child. In the Darnytskyi district, 18 apartments in a high-rise building were destroyed, and people may still be trapped under the rubble.
The attack also caused water supply disruptions on the left bank of the capital.
In addition, Russian forces struck port infrastructure in the Odesa region overnight, injuring two people.

The death toll in Kyiv has risen to three.

Russia’s military command has convinced Putin that the Russian army can capture the entire Donbas by autumn, the Financial Times reports.
According to the newspaper’s sources, the Russian president is being told that the Ukrainian army is supposedly exhausted and that the front line is close to collapse.
FT sources say that after a possible capture of the Donbas, Putin plans to “raise the price of a ceasefire.” Ukraine’s military intelligence agency believes the Kremlin could then put forward new territorial demands, including the transfer of the Zaporizhzhia and Kherson regions to Russia, despite large parts of both regions remaining under Ukrainian control.
At the same time, according to the report, Putin has become increasingly fixated on capturing the entire Donbas, although he had previously privately considered freezing the war along the current front line. One source said he had tried to persuade Putin to end the war at the current positions, but Putin allegedly replied: “No, I cannot compromise on this issue.”
However, FT sources claim that Putin’s broader ambitions still include seizing the entire left bank of Ukraine, including Kyiv and Odesa.

⚡️NATO Secretary General Mark Rutte has proposed that member states allocate 0.25% of their GDP to support Ukraine, Politico reports, citing Alliance sources.
The proposal was reportedly presented during a closed meeting of NATO ambassadors ahead of the summit scheduled for June 7–8 in Turkey.
According to the report, the idea was not well received by France and the United Kingdom. Some countries also want future proposals to take into account their contributions to the €90 billion European loan package for Ukraine.

⚡️ An oil refinery in the Russian city of Perm has completely halted oil processing after a Ukrainian drone attack on May 7, Reuters reports, citing sources.
Following the strikes, the Lukoil Permnefteorgsintez refinery urgently shut down three main crude oil processing units as well as several secondary units. One processing unit had already been offline since April 30 due to an earlier drone attack.
According to Reuters, repairs could take several weeks.
▪️The Lukoil Permnefteorgsintez refinery is one of the largest in Russia. It supplies fuel to both the civilian sector and the Russian military. Ukrainian drones have targeted the facility multiple times, most recently on May 8.

⚡️ A court has ordered former Head of the Presidential Office Andriy Yermak to be held in custody.

Playing catch up!

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-may-12-2026/

Key Takeaways

  1. Russian President Vladimir Putin is leaning on nuclear saber-rattling to project military strength after Russia’s apparent failure to ensure full security for the May 9 Victory Day parade without asking Ukrainian President Volodymyr Zelensky for a ceasefire.
  2. Putin’s posturing with the Sarmat intercontinental ballistic missiles (ICBMs) also likely aims to distract from Russia’s worsening performance on the battlefield, particularly during the Russian spring-summer 2026 offensive.
  3. Open-source reporting confirmed the first death of a Russian university student recruited into the Russian Unmanned Systems Forces (USF) in combat, potentially in an assault unit.
  4. Ukrainian forces recently advanced in the Slovyansk direction and in the Kostyantynivka-Druzhkivka tactical area.
  5. Russian forces launched 216 drones toward Ukraine overnight.
blueshoes · 14/05/2026 15:07

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-may-13-2026/

Key Takeaways

  1. The Kremlin is doubling down on its demand that Ukraine withdraw from all of Donbas as a precondition for the resumption of negotiations.
  2. Russia’s exaggerated territorial ambitions and aggressive territorial demands run completely counter to battlefield reality.
  3. US President Donald Trump said that he has not agreed with Putin that Russia should acquire all of Donetsk and Luhansk.
  4. Russian courts are increasingly leveraging corruption charges as a pretext to nationalize Russia’s largest corporations, likely setting conditions for the broader nationalization of private assets to support state revenues.
  5. Russian demands for cash reached an all-time high over Victory Day weekend, demonstrating rising societal fears over internet restrictions and tax policy.
  6. Ukrainian forces continue to increase the range and frequency of their long-range drones strikes against Russian oil infrastructure, exploiting overstretched Russian air defenses.
  7. Russian forces conducted large-scale drone strikes overnight on May 12 and throughout the day on May 13, killing at least six people.
  8. The Russian State Duma passed a bill granting the Russian president powers for extraterritorial military operations to protect Russian citizens abroad, previously introduced on March 10. [Why? Who is attacking Russians? More power to throw their people out of windows?]
  9. Ukrainian forces recently advanced in the Slovyansk, Oleksandrivka, and Hulyaipole directions and in the Kostyantynivka-Druzhkivka tactical area.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-may-14-2026/

Key Takeaways

  1. Russian forces have conducted two days of nearly continuous strikes against Ukraine with over 1,600 total long-range drones and missiles that heavily targeted Kyiv City and resulted in high civilian casualties.
  2. The large-scale strike against Kyiv City did not violate the Russian-Ukrainian Victory Day ceasefire but nonetheless demonstrates that Russia is a bad faith negotiator.
  3. The Kremlin continues to replace border oblast governors, likely to scapegoat regional officials for broader border security failures.
  4. Shuvayev, who has been in command of units that have reportedly committed war crimes in Ukraine, is part of the new “elite” Putin is forming in the Russian government through the “Time of Heroes” program.
  5. The Kremlin is increasing its efforts to censor reactions to Ukrainian strikes against Moscow City, suggesting that it is growing concerned about its inability to protect the Russian rear.
  6. Russian commanders continue to order Russian soldiers to commit war crimes in Ukraine.
  7. Ukrainian forces recently advanced in the Slovyansk direction.

“Germany is reviving Nazism, and Zelenskyy has been appointed the Führer,” Russian Foreign Minister Sergey Lavrov said, delivering another statement.

NATO Secretary General Mark Rutte said that support for Ukraine will be one of the key topics at the NATO summit in Ankara.

Foreign Minister Andrii Sybiha announced that Ukraine has received confirmation that the Special Tribunal for the crime of Russian aggression will be located in The Hague.

💥 Ukraine is currently identifying targets for further long-range measures against the Russian Federation, President Volodymyr Zelenskyy said.

Russia is planning strikes on “decision-making centers,” according to Ukrainian intelligence.
“Specialists from the Main Intelligence Directorate of the Ministry of Defense have obtained documents indicating that Russia is preparing new missile and drone strikes against Ukraine, including attacks on what it describes as ‘decision-making centers.’ Among the potential targets are nearly two dozen political and military facilities,” the president said.

Russia’s military-driven economy has entered negative territory for the first time since 2023, according to Bloomberg.
Citing Rosstat data, Russia’s GDP declined by 0.2% year-on-year in the first quarter of 2026 — the first contraction since early 2023.
Bloomberg notes that the economy is increasingly slowing under pressure from high interest rates, rising taxes, and heavy military spending. The Ministry of Economic Development has already lowered its 2026 growth forecast from 1.3% to 0.4%.
Despite higher oil revenues amid the war in the Middle East, Russia’s budget deficit in the first four months of the year has already exceeded the planned level for all of 2026.
At the same time, the key interest rate remains elevated at 14.5%, continuing to constrain business activity and consumer demand.

There are two reasons why Europe should resume contacts with Russia. One of them is that Ukraine is in a strong position, and Russia is in a weak one, said the President of Finland, Alexander Stubb.
Stubb confirmed that he is among the European politicians who advocate resuming dialogue with Russia, as Europe’s interests are currently not being taken into account. At the same time, he emphasized that Europe must establish “red lines” in this dialogue that cannot be crossed.

The Kirishi Oil Refinery in Russia’s Leningrad region has reportedly been unable to resume full operations for ten days, according to the Russian opposition publication Astra.
Ukrainian drone strikes are said to have disabled all primary oil refining units.
Surgutneftegaz, which owns the Kirishi refinery (KINEF), has reportedly informed contractors of a suspension in petroleum product shipments due to “force majeure circumstances” preventing the fulfillment of contractual obligations.
The authenticity of the document was confirmed to journalists by a company involved in KINEF product shipments.
According to sources, the refinery has been effectively shut down since the end of March after an initial attack. It was only briefly and partially restarted.
“All primary refining units were destroyed. The oil pipeline, storage tanks, and main gatehouse were also damaged.
The largest unit took several months to repair. We had just started shipments when another strike occurred on May 5,” the sources said.

💥🏭 A drone attack has reportedly halted operations at Gazprom’s gas processing plant in Russia’s Astrakhan region, disrupting the production of automotive fuel.
Sources told Reuters that it could take weeks or even months to restore production.
One source said the Astrakhan plant had been out of service since September last year and only resumed operations a few weeks before the latest attack in April.

Russian forces attacked a volunteer vehicle in Kherson while it was delivering hot meals to residents.
According to officials, in the Dniprovskyi district of the city, a vehicle belonging to the NGO “Iskra Dobra” was struck.
Two volunteers were injured. One man is in serious condition after a traumatic amputation of his leg, while the other sustained barotrauma (concussion-type injury).
This is the second such incident in a day. The previous day, in the same area, a drone hit a vehicle belonging to World Central Kitchen.
Authorities say Russian forces are deliberately targeting civilians and humanitarian workers in Kherson, calling it a pattern of intentional attacks on those supporting the local population.

❗️Zaporizhzhia: three people injured in Russian UAV attack
The strike destroyed one house and damaged another. A car also caught fire.

The money intended for officials from Viktor Orbán’s government will be redirected to a Ukrainian orphanage, Hungarian Prime Minister Péter Magyar was quoted by TVP as saying.
By law, ministers who resign after Orbán’s defeat in the April 12 election are entitled to compensation payments. Their deputies may also receive these funds. The amount depends on their length of service.
In total, the payments to former ministers and deputies would amount to nearly 1 billion forints (€2.8 million). Ministers alone would be entitled to 350 million forints (€970,000).
Magyar accused the former prime minister and members of his Fidesz party of driving the country into debt through corruption and nepotism, saying oligarchs benefited from large-scale state contracts.
“I urge the ministers who have ruined our country and put it in debt not to even think about taking this money. Given the state they have left the country in, the least they can do is not take tens of millions of forints in severance pay,” he said.
According to him, the current and previous Hungarian governments have agreed to transfer these funds to an orphanage in a village with a predominantly Hungarian minority population in Ukraine.

❗️Russian forces are facing issues with Iskander missiles, Militarnyi reports.
Missile accuracy has noticeably declined, reportedly due to the replacement of high-quality European components with Chinese and Taiwanese equivalents, said Vladyslav Vlasiuk, the Ukrainian president’s commissioner for sanctions policy.
Russian military bloggers have also acknowledged the problem. According to them, up to three missiles may now be needed to hit a single target, to ensure that “at least one reaches it.”
Chinese components now make up about 65% of all foreign electronics in Shahed drones, gradually replacing American and European parts.

Key Takeaways

  1. The senior most Russian military command presented a highly inaccurate assessment of the battlefield situation for the fifth consecutive month, absurdly claiming that Russian forces are advancing west of Kupyansk, which they have not, in fact, taken.
  2. Gerasimov’s claimed advances west of Kupyansk and along the Kupyansk-Borova-Lyman line are egregious even in comparison to the most expansive Russian ultranationalist claims in the area.
  3. These aggrandized claims of fictional advances along with milblogger complaints may indicate that the highest echelon of the Russian military command is either unaware of or unwilling to admit the realities of the battlefield even to itself, and is therefore allowing its own falsehoods to influence Russian operational and strategic planning.
  4. Russian milbloggers continue to warn that Ukrainian counterattacks and false reports of advances in other areas of the frontline are creating difficult situations to which the Russian military command cannot adequately respond.
  5. The Kremlin continues to expand its passportization efforts in Transnistria – the pro-Russian breakaway region of Moldova — to deepen Russian influence in the region.
  6. Ukrainian forces advanced in the Hulyaipole direction.
  7. Ukrainian forces continued their long-range strike campaign against Russian defense industrial infrastructure in Stavropol Krai. Russian forces launched 294 drones toward Ukraine overnight.

United 24 Media:

❗️President Zelenskyy on the strike on Moscow: our responses to the prolongation of the war and attacks on our cities and communities are fully justified

“This time, Ukrainian long-range measures reached the Moscow region. We are clearly telling the Russians: their state must end this war. Ukrainian drone and missile manufacturers continue their work,” the president said.

The distance from Ukraine’s state border is more than 500 km. The Moscow region has the highest concentration of Russian air defense systems, yet Ukrainian drones continue to overcome these defenses.

💥 The capital of the Russian Federation is no longer out of reach for Ukrainian drones, Robert ‘Magyar’ Brovdi said, commenting on the strike on Moscow and the surrounding region.

“Moscow never sleeps now. Version 17.05: the chances have evened out — the one-way ticket to a quiet life in Patriky and the surrounding area has been canceled,” said the commander of the Unmanned Systems Forces of the Armed Forces, publishing a photo of a UAV fragment bearing the inscription “Moscow never sleeps.”

🔷 The Ministry of Defense named the facilities reportedly hit during the attack on Moscow and the surrounding region on May 17.

“Moscow and the region experienced the largest attack since the start of the full-scale invasion. The war is returning to where it came from. Defense forces struck the Moscow Oil Refinery, the Solnechnogorsk oil depot, and several microelectronics factories,” the statement said.

🔶 The United States has not extended the sanctions exemption for Russian oil, despite the difficult market situation and the ongoing war with Iran, Bloomberg reports.

The exemption concerns Russian oil already loaded onto tankers.

The Donald Trump administration first announced the easing of sanctions on Russian oil in March, and the exemption was extended again in April.

According to Bloomberg, India, Indonesia, and several other countries heavily dependent on oil imports lobbied for the sanctions relief.

In April, US Treasury Secretary Scott Bessent initially said the United States would not extend the exemption, but reversed the decision two days later.

Speaking before a Senate committee, Bessent explained that he changed course after appeals from “more than a dozen of the most vulnerable and energy-poor countries.”

Journalists suggest that lobbying from Asian partners and further escalation in the oil market could once again push Washington to reconsider its decision later.

🇺🇦 “War is predictably returning to its ‘home turf,’ and this is a clear signal that Ukraine is not to be messed with,” President Volodymyr Zelenskyy said.

“As I said yesterday, the Russians should be thinking about their refineries, oil facilities, and enterprises — not about how to ruin the lives of people in Ukraine, Moldova, or any other neighboring country,” the president noted.

He also emphasized that Ukraine will continue increasing supplies for its army, including drones, missile systems, ammunition, and all resources necessary to maintain effective defense and frontline operations.

💥 A drone attacked the UAE’s only nuclear power plant, Ukraine condemns the strike

The attack caused a fire in a power generator located outside the plant’s perimeter. No injuries were reported, radiation levels remain normal, and all power units continue to operate as usual.

The IAEA said it is monitoring the situation, while agency head Rafael Grossi stressed that any attacks threatening nuclear safety are unacceptable.

Ukrainian Foreign Minister Andrii Sybiha also stated that such attacks are completely unacceptable and pose risks to global security.

🔷 “Europe must be part of the negotiations. It is important that it has a strong voice and presence in this process, and that it determines who will represent it,” President Volodymyr Zelenskyy said after a conversation with President of the European Council António Costa.

“We discussed in detail the prospects of the negotiation process for peace for Ukraine and all of Europe. I informed him about our recent contacts with various European leaders and with the American side.

We share the same understanding that Europe must participate in the negotiations.

Of course, we also discussed Ukraine’s European integration. We are ready to open negotiation clusters — we talked about the timeline and the necessary coordination regarding this. I am grateful to everyone who supports us,” Zelenskyy said.

🔶 This week, Russia launched more than 3,170 strike drones, over 1,300 guided aerial bombs, and 74 missiles of various types against Ukraine, most of them ballistic, President Volodymyr Zelenskyy said.

“There were numerous strikes on residential buildings and other civilian infrastructure. Tragically, 52 people were killed during the week as a result of the shelling. My condolences to their families and loved ones. Another 346 people were injured, including 22 children.

Our people need greater protection, and everything that strengthens Ukrainian air defense ultimately helps save lives. That is why PURL and additional contributions for anti-ballistic missiles are so important.

It is equally important for Europe to work on joint ballistic missile defense. We must become self-sufficient in defense so that Russian air terror cannot threaten either Ukraine or any other country on the continent.

I am grateful to all partners who support our defense with concrete actions,” Zelenskyy said.

🔷 NATO Secretary General Mark Rutte plans to pressure European arms manufacturers to accelerate production, the Financial Times reports.

According to the publication, Rutte will urge companies including Rheinmetall, Safran, Airbus, Saab, MBDA, and Leonardo to invest more rapidly in expanding their own production capacities without waiting for major new government contracts.

Ahead of the meeting, the companies were asked to provide data on investments and their ability to scale up production, particularly in the areas of air defense and long-range missiles.

The meeting will take place before NATO’s annual summit scheduled for July in Ankara. Rutte’s goal is to demonstrate to Donald Trump that the alliance’s decision to raise defense spending to 5% of GDP, adopted last year, is being implemented not only on paper but also in practice.
