NHS - underfunding or mismanagement?

It's clear that the NHS is not offering a great service anymore, but is that because of the 'chronic underfunding' line that gets trotted out or more likely that the funding it gets is not spent very effectively?

The amount of NHS employees off sick at any one time is insane, yet it seems to be almost considered a perk of the job. Plus the lack of accountability for how the money is spent, yet saying 'there needs to be more'...

Yes, I worked with many NHS managers. Not only incompetence and not doing much of value but they create so much unnecessary work and problems just so that they can look busy and working hard. Meetings after meetings, taking away clinicians' precious time just to tick boxes, pretend they do something and having absolutely nothing to show for it.
And yes I know there are also people who do a good job but not the majority.
