Drunk neighbour is locked out of her apartment...

I need your advice please.
She's locked out of her flat and is in the entryway to our apartments.
Very drunk, not making much sense.
Adamant that she won't allow me to call her dad, or a locksmith. She says dad lives around the corner.
She's sleeping on the stairs, I've put a blanket out there, a bucket, and a cup of tea. Is there anything else I should be doing?
I don't really know her. She showed up with a guy, but he got upset when I asked if she was safe with him, they argued a bit and he's gone. She can't remember that he was here.
I considered calling the police on 101, but probably not the right thing to do.

She may of course choke on her own vomit and die in the hallway.

She could just as easily do that on OP's sofa or in her own flat

Same as the Police, ambulances struggle to arrive for actual emergencies, let alone possible ones.

Maybe the guy is an acquaintance who brought her home rather than leave her vulnerable on the street, if she can't remember anything then he obviously knows her address. You MN always think the worst of men.
If she has no memory of anything then it's better for him to leave than hang around and be accused of anything in the morning.
I'm still amazed that people still get this drunk and expect their friends to mind them. Surely you have a personal responsibility to remain coherent for your own well-being and safety.
It's not for the police or A&E to provide a baby sitting service and overnight accommodation for drunks.

In my line of work, I see many victims of rape, and a lot of them have been drunk women escorted home by strangers, or even men they know, and raped when they couldn’t consent. Naturally, this is where my mind goes.

If she is in her own apartment and no one was aware how drunk she was, then there isn’t anything anyone could do.

The difference here is that people know what state she is in and where she is. We have a moral obligation to care for other people. I would call emergency services. But then I am a human being.
