Why does Scotland have such a massive drugs problem?

3 people die in Scotland every day due to drugs year.
The worse place in Europe.
Why?

"A millennium of subjugation and colonialism perhaps?" Presumably you mean the moral corruption arising from subjugating and colonising black people and nations by Scotland's driving force within the British Empire and it's activities preceding that entity.

Paying for personal care for the elderly must be a bottomless pit.
It is, one of the worst things they did was introduce free personal care

Exactly , I remember going out to assess people, at the end of their six week period of free personal care , to discuss the charging policy and it was like a trip to Lourdes as most suddenly didn't need the care

There is almost a blind acceptance that this is what Scotland is, it was joked about at school that we were all violent druggies !!

So sad, but not all schools were like that and none are like that these days. I'm 49 and my school experience in a large, ordinary school in a working class area was nothing like that. I'm a teacher in an inner city school in Glasgow and it's an amazing place: we are a community and really, really look after all of our kids. There's constant high expectations within this caring environment and lots of support for learning and personal development. So these days we are a force for good and often the only place where some kids have routine, care and people to listen and help. We work very closely with charities, social work and the police.

The issue is still that when they are not with us in their communities they are often faced with abject poverty and an array adverse childhood experiences .

My (then) 21 year nephew was a victim of Scotland’s drug problem. Found dead on his bedroom floor by his 10 year old sister.
Unemployment, poor housing, lack of opportunities all add to the issue.
Our family has never really come to terms with it, it’s nearly 20 years ago now, but I’ll never forget the phone call I had from my brother that night.

A combination of hopeless communities and government policy that doesn't help is my guess.
