What are my parents-in-law's neighbours actually doing?

So, to be clear right from the start, there will be no answer to this one, ever. (If it is a weird sex thing, there is no way my parents-in law would tell us - it would be too awkward!) This is purely for speculation, but what are they up to?

Every Sunday evening my parents-in-law's neighbour creeps out of his bungalow and down the path beside the fence to hang a home made wooden shutter over the frosted glass window of their bathroom then heads back inside. This has happened every Sunday evening over around the last six months. If my parents-in-law are in the garden, he waits until they have gone inside but when they look out again later, the shutter is in place. (If they are still there at the critical time he actually ducks down below the level of the fence so they can't see)

What can they be doing that needs a wooden shutter on the window? The most innocent explanation that we can think of is creating a dark room but in that case, why try to do it so secretly and with such a regular schedule?

Please share your ideas because we are stumped.

Sadly things are usually not very exciting. Maybe they have a morning shower usually but Sunday is bath night. Or maybe they are trying to ensure the neighbours are up all night long with dinner plate eyes trying to sleep but unable to until the mystery is solved.

He’s holding someone hostage, and once a week they are allowed a bath. He has to put the shutter on the outside as they could escape or call for help if it was on the inside.

I suspect they think people can see in when it’s dark. Shadows at least. So they put a blind over the window so they can have a bath or whatever and not worry someone will see their outline

I know we don't want sensible answers on here but I do think this could be correct.

I stayed at a friends for two weeks and the bathroom had frosted glass and a blind.
It was only because she went outside to see what people were looking up at did she realise you could clearly see my naked silhouette.
We've both been paranoid ever since.

My dad used to have professional photography lights. Once a month he had to hook them all up in the living room and flash them all (something to do with the bulbs). It looked like there was lightening in our house if you were in the street. So maybe he has lights he needs to test/set off/use regularly?

More questions:

Is it always at the same time? Does the amount of daylight affect what time he hangs it up, for example now the nights are drawing in does he put it up earlier?

And yes, as someone else said, when does it get taken down?
