Because convent schools in the U.K. usually have Irish populations. Never heard it pronounced Go-gan.

The person I knew with this surname in the family pronounced it Gee-gan, just to add to the confusion!

Depending on what part of Ireland the person is from (and I'm taking a huge guess here that they are Irish) it could be pronounced as @Monkeybunkey has suggested or an alternative might be
Gee-oh-gun but running the first two syllables quite quickly together.
