What is the most cost effective treat to put in Toddlers Halloween bags?

I don't let the kids grab a handful of sweets. I make up (10cmx10cm) bags for kids to have one of each when they come Trick or Treating.
I really decorate my house, Halloween is my favourite holiday, so I get alot of kids knocking on.

The older kids bags are easy. I just get chupachup lollies, mini popping candy bags, haribo etc... And they're all on offer.

But I make toddler bags too) I wouldn't want my under 2s having hard sweets/lollies)

I need to make up about 40 toddler bags, (I make 200 older kids ones) but I don't know what to put in them.
I honestly can't remember what I put in the last year.

Any ideas? Something that can be bulk bought, is small enough to fit in a little bag and is individually wrapped/sealed.

I out a few different items in each bag by the way. So like a mini pick n mix.

I was thinking more food as I usually give something non food out too (last year was balloon) Yes I go OTT but I love it Blush

I second bubbles. Also, goodies oaty bar things, toddler safe wax crayons/colouring book or colouring pages. Little milky bar things? Barny bear sponge cakes?

A chocolate coin and some stickers? You can chop up larger sheets of stickers to fit the bags

You're very generous and considerate. It must end up costing a lot!

We just give out the bite size chocolates, usually you get about 16 for £2 in the supermarkets. I think the bubbles for the toddlers is a lovely idea! Or little pack of those wrapped biscuits you can get in Poundland, they begin with an L I think & you get quite a lot of mini packets. I never minded my toddler having the occasional biscuit.

I think white chocolate buttons are a nice treat for a toddler or the yogurt covered fruit flakes

I'm pagan so Halloween is like my Christmas, plus I'm a spooky person in general so it's just my fave day all round.

Oh wow. Toffee apples 😍

Sounds daft but it's the one day the local community get together really and all the kids are out with parents and I just like the socialising aspect. It's so fun to see the kids oohing and ahhing at our costumes and decorations.

Milky buttons are a Brill idea! How did I forget about them.

I have regular sweets in one bowl for the older children and mini pack of smarties and chocolate buttons in another for the little ones. I’ve found this goes down very well with the parents.

240 Halloween bags! Where on earth do you live? We get a bag of maom or similar and usually have loads left.

Euro we really do the house up alot. Have smoke machines and music playing etc so a lot of kids come here especially to see the house.

What about a cupcake? Can either make your own or Greggs do cheap Halloween buns. My toddler would love a bun haha

I would go for chocolate - maybe get a big box of celebration type things and put a couple in each bag? My two under twos love buttons, kinder egg style chocolate, gingerbread men biscuits bubbles and stickers.

You sound lovely and I love the sound of what you do - a real talking point for the community. Brilliant!

Foodwoes you sound like us! We have smoke, lights, projection, decorations and spooky music. We have around a hundred or so children turn up too.
