What is the most cost effective treat to put in Toddlers Halloween bags?

I don't let the kids grab a handful of sweets. I make up (10cmx10cm) bags for kids to have one of each when they come Trick or Treating.
I really decorate my house, Halloween is my favourite holiday, so I get alot of kids knocking on.

The older kids bags are easy. I just get chupachup lollies, mini popping candy bags, haribo etc... And they're all on offer.

But I make toddler bags too) I wouldn't want my under 2s having hard sweets/lollies)

I need to make up about 40 toddler bags, (I make 200 older kids ones) but I don't know what to put in them.
I honestly can't remember what I put in the last year.

Any ideas? Something that can be bulk bought, is small enough to fit in a little bag and is individually wrapped/sealed.

Where abouts do you live (roughly)? I am Halloween obsessed but we barely get any, maybe 1 calling. Can't imagine 200+ !
