That looks to me like they haven't exactly rejected it but want to appease the 'stakeholders'.

Yes, reading it more carefully that's exactly what they've done. Safe in the knowledge that no children will actually be given PBs, they can blame NHS England while avoiding the question.

This motion was passed with all 52 MSs voting in favour of it.'

You really need to read the whole news report. The motion which was adopted does accept the findings in practice, as I read it.

So, they are going against child safeguarding and will not be taking a cautious approach to ensure vulnerable children are protected.
