Classic baby girl names to go with Rosa, not too popular

Due baby girl #2 in the next few weeks and we can't settle on a name. With our daughter, we always had a name in mind so this is new territory! Big sister is Rosa. I'd describe our style as quite classic while not wanting something super popular, although I am more concerned about the name's popularity than partner is. We'd prefer a name that doesn't end in "a".

Any preferences from our current shortlist, or names that we've missed and should consider?

Rosa and Zoe and Rosa and Harriet work really well together. I also like Rosa and Phoebe as a PP suggested.

I love the name Annabel but it’s a different vibe from Rosa to me. It’s more classic elegance, for example Annabel & Rose would work together but Rosa is a little more spunky (for want of a better word??) so I think Zoe/Harriet/Phoebe are a better fit.

Bizarrely the first name that I thought of when I read your thread title, was Evelyn. I think it fits perfectly!

I know a Persephone (Seffie) who has a big sister Rosa if you want to go grand.

I like Annabel and Zoe best. I really dislike Mabel. I’d feel very shortchanged if I was called that and my sister was Rosa. I think Hazel is dreary and I’m not keen on Harriet.
