There's nothing intrinsically wrong with using this type of very well known and universally a acceptable nickname as a full name, I wouldn't because only having a fairly "sweet" pretty nickname without it being short for a name which isn't a pet form (Katherine, Katrina etc.) feels somehow like treating the baby as a forever child, a sweet, frivolous, adorable but not terribly important pet...

Also people will ask her throughout her life whether it's short for Katherine or Katerina, or if she's"really" called Kate or Katie etc...

Katie as the full name is a little childish sounding. But if it's short for Katherine, Katrina, etc then it's cute. Those names can have lots of variations, like Kate, Kat, Katie etc but it's good to give them the choice rather than having Katie is the birth name.

I prefer Lucy - it’s more of a standalone name whereas, to me, Katie is more of a nickname.

Both are nice but I lean towards Katie.
However, the final choice would depend upon which went best with your surname.
