Frank as a stand alone name, zero under about the age of 70.
Frankie, I know two boys (teenager and toddler) and two girls (both Key Stage 2 age). All go by Frankie, not Frank.
Definitely not 'too popular' by my definition, but the term is very subjective so you may have a completely different definition to me.
