think I’d go with a less old-fashioned but otherwise classic choice to pair well with Primrose but avoid a twee sounding sibset. I think these make a classy and romantic sounding sibset:

Primrose and Cordelia
Primrose and Juliet

Primrose and Louisa
Primrose and Eloise
Primrose and Viola

For a brother I would steer away from the old man vibes. I like Primrose and Christopher (Kit) a lot. I would add:
