I always thought she'd secretly been in love with him, but given up as he'd never shown any interest in her.

She found someone else, and he immediately decided he wanted her. Dog in the manger.

He loved her. She didn’t give him a second glance even though they played together as kids. But sally the one who told him that Alice is leaving has loved him for 24 years and wants her chance but all he can think about is how he will never get used to not living next door to Alice

Well he should've told her how he felt. He had 24 years and was a bit of a wet rag if he couldn't tell her. No wonder she left.
