To ask why people give real details to litter wardens?

We don't have them where I live but I keep reading about mad situations where people are fined for putting a coffee cup down to check an email etc.

So why don't they just walk away? The wardens don't have powers of arrest surely? And if not that why not just tell them sure I take your silly ticket seriously and I'm Sarah Smith of 1 High Street Wisconsin USA???

Because it's a criminal offense to give incorrect details. From the gov guidance on littering enforcement

8.24 It is an offence if an alleged offender fails to provide their appropriate details for an FPN. For example, name and address.

8.25 The police may be called to assist if the offender refuses to provide their details or provides false details. A PCSO may detain the offender for a maximum of 30 minutes before a police constable arrives. If a person refuses to supply their details, or provides false details, they may be liable on summary conviction to a fine. This fine would not exceed level 3 on the standard scale of the sentencing guidelines for environmental offences.

There is a page on TikTok where a guy goes around following these people and tells the victims to just walk into any shop as they can’t follow you in.
