annual survey of hours and earnings

Has anyone else received an 'Annual survey of hours and earnings' to fill in from the Office for National Statistics? It's been sent to the 'head of personnel' at Chiggs- which I guess will be me but given that I'm the only person in the business, and because I work from home around my family and I don't work 'set' hours, I'm finding it really tricky to fill in.

I know it's only a survey so I can just estimate everything, but the mention of 'penalties that may be incurrred if you do not complete the questionnaire' has got me a bit worried!

Bit "Big Brother"ish - and I don't like the sound of penalties either!

Did you also get something at the start of the year about anti-fraud measures (when offering credit) ?

Seems there is more and more paperwork which might be inappropriate but sent out with penalties for not completing them... Can quite understand the anti-fraud measure, but their {useless} website had no mention of what to do if it did not apply... It gave some examples of which body would deal with the form, but not every possible situation (such as "not appropriate for this business").

yes, very big-brother-ish, especially when it turns up unbidden on your doorstep with talk of sinister penalties

I escaped the earlier anti-fraud missive, but speaking to a fellow small business owner has made me wonder if this will open the floodgates- she sells real nappies, and had to fill in a govt form not realising that it was a monthly survey, and they kept coming, and coming...
