Consultation process in redundancy - what defines >20 employees

OK quick question in case Flowery or anyone is lurking.

I know that if a company plans to make more than 20 people redundant they have to go through a consultation process but does that mean 20 people in a department, on a site, in the company? My company has just announced thousands of redundancies - but in London we may only be a few hundred or even less spread over many departments. Does the consultation process still apply?

The phrase is 'at one establishment', so having less than 20 in lots of departments won't get them out of consultation. 100 or more at one establishment needs a longer consultation process as well.
