Would appreciate advise.
Small team, vacancy has just been announced in my team which would be a step up for me. I've discussed with my manager before Christmas what I need to be doing etc etc.
I'm getting zero support to arrange shadowing someone who is currently doing the role. They're too busy, work is too frantic etc and then today senior management have announced it's going to external advertising as well as internal
Can I question this with senior management under the question of giving me fair opportunity for this role? They seem intent on looking everywhere else than at me! (To also clarify I also cover part of the vacancy anyway due to how small our team is)
The other question is that they very much interview to points scored so even if I'm way more experienced than someone else I still have to score the highest on points at interview. How can I find information about this sort of interview and how to actually ace it because it always feels like I've given good answers but not necessarily the right wording to achieve a good score (obviously won't know the questions in advance)

In all honesty OP, unless they are required to advertise externally by their funding source / governance / regulated sector etc you need to consider the fact that by recruiting externally they are signalling quite clearly that they don't see you as a front runner to be successful in the role. Sorry to have to say it but I see people on here all the time saying they can't believe they didn't get a job when it's clear from their account that they shouldn't have expected it based on the behaviour of their managers etc. You say yourself that they seem intent on looking everywhere other than you, I think that tells you all you need to know.

Fair opportunity would mean you not having opportunity to shadow given others won't have that. You already have an arguable advantage by being able to observe what the role looks like in practice and what type of skills are needed if they are (presumably) held by others doing it.

Thanks, I'm very much looking at that reality, seems to me that the team manager wants to make encouraging noises which aren't actually going to materialise into the actual role. Time to start looking elsewhere I think
