What to do, if anything, about this conflict of interest?

Let's say Big Boss B asks Staff C to commission some work from Freelancer F. Staff C, D, E, X, Y and Z all laugh and think they've misheard, since think the work is comically inappropriate and is the exact opposite of the strategy previously agreed with Big Boss B.

Staff Z later hears a credible rumour that Big Boss B is or was having an extra-marital affair with Freelancer F.

Clearly Big Boss B is being a dick. But should Staff Z say or do anything beyond sighing loudly (and looking for a new job in a less toxic workplace)?

I don't know whether Staff C questioned it out loud (they probably did), but on past experience, Big Boss B just cheerfully rides roughshod over previous plans and everyone else just has to do what they say. It's something of an autocracy.

Do you think it warrants whistleblowing? It's clearly unethical and will make the organisation look silly when it inevitably comes out, but I'm not convinced it's actually illegal or corrupt.
