HR/contract advice

I used to work 21hrs on £14.54 phr I was then given some extra responsibility for some work to be carried out as there was no one else qualified to do it at my work. It’s something that needs done and if not carried out would be detrimental to the company should it stop happening. So I was given a payrise £15.11 to reflect the extra duties happy days.
I then found my workload was too heavy and requested to go up to 28hrs as I felt I wasn’t doing my job properly, the 28hrs was agreed. Then a month later my payslip arrived to show my hourly rate had gone down to £14.94, when I questioned this I was told the payrise was spread out over 28hrs instead of me just being kept on £15.11. Is this legal? I wasn’t told about it and I also hadn’t been issued a new contract even though I’ve requested it on more than one occasion.
I asked my manager if they had made a mistake but they said that they haven’t and it’s staying at £14.94 and they apologised for not telling me in the first place, I feel this isn’t good enough can anyone advise on where I stand? I’ve tried phoning Acas but their phone line is always busy

So basically you were given an extra £12 per week to take on certain extra duties, and it’s an additional £12 in total for the week regardless of how many hours you work?

I can see the logic of it, but if it wasn’t explained to you that way, and has instead been rolled into your hourly rate, I think they are on shaky ground.

Yes that is right they didn’t explain that to me at the time. If they had told me first then fine I could have decided whether to accept or not but they didn’t
