CV-only job application (career changer) - how do I convey my suitability for the job?

I'm in the process of a late-in-life career change. Currently upskilling in the new area through retraining. A job has come up that l want to apply for. The job ad says to apply with a CV, but no mention of a cover letter. Should I send a cover letter anyway? If not, how do I convey just in my CV why I'm career changing (it's quite a big change) and how I'm suitable for the job? Because my CV doesn't necessarily speak for itself, given that all my experience is in a different sector...

These probably seem like stupid questions, but I'm coming from many years in a sector that has a very different hiring process that requires a somewhat unique style of CV, that I need to adapt to make work for the area I'm moving into. So I want to make sure I'm not ruling myself out of the running by looking like an idiot or falling at (or before) the first hurdle.

If there's an option of adding in a cover letter I definitely would.

Otherwise could you add in a personal statement at the top of your CV?
