Missing recruiters calls - what is typical etiquette

I work full time and can’t always answer the phone when in the middle of something at work.

I’ve recently missed another (external) recruiters call, they dropped me an email to say they tried ringing and to let them know when I’ll be free to talk about recent application I had made.

I try to reply as quickly as possible to confirm availability (for eg email back within 30 mins, and will give large flexible timings for my availability as I can always make excuse at work about talking to landlord/council or something) but then they don’t reply and I can only imagine I’m too late, missed my chance.

Next time, should I just call back or is that too pushy?
what is normal etiquette?
