PIP timeline passed and no feedback

my manager before going on holiday said they were planning to sign off my PIP as successful before Christmas to give me one less thing to worry about. They verbally mentioned that it would be extended with the reason, “ because that’s just what HR do” with no firm reason for it. They are back off holiday. Now they are saying they have to get to the root cause of issues that have to light while they were on holiday (spending this weekend to show that I took appropriate action but they keep disbelieving me and basically harassing me when I reply and being accusatory). I sent a mail asking for a response re PIP timeline has passed with no firm conclusion to see where we are. My manager sent a holding email saying needed to get to the bottom of the issues before making a decision. I have a call with boss and HR to discuss my concerns next week as I had a disastrous 1 to 1 where they discussed the issues rather than the subject matter they’d call the meeting for where I broke down. I hadn’t expected them to discuss the issues thinking they were resolved. Friday my manager sent me about 6 emails about different things they wanted action on. Am fine with that but they never take my word for anything and keeps coming back with further questions about the actions I took. I am on verge of putting a grievance in which is not my style usually. I don’t know what else to do to see if I can get a new manager or a settlement. They are violating their own hr policy and code of conduct.
anyone from hr background who knows of the pip period has ended whether they can basically just not do anything? The timeline ended nearly a month ago.

I am slightly confused - you say that they haven't done anything, but they have told you that some issues have arisen that need looking at. That suggests that they have done something, doesn't it?

Yeah exactly this. It sounds like they have done something, they’ve sent a holding email, they have said there are outstanding issues which they’d like to get to the bottom of before making a decision and it sounds like they are asking for evidence of actions so they are doing something, which is okay.
