Careers advice - civil service / other options

Does anyone have ideas of websites/people/companies that can help with careers advice for people mid way through careers?

DH has worked in the civil service for 10 years, in policy, and describes himself as having Stockholm syndrome about his job because of the lack of progression and development. He's been applying for roles for a long while but seems stuck - recently he's made it onto Reserve lists but not yet been offered a role. He knows to some extent it's a numbers game but it's tough being rejected repeatedly. It's hard to know where to get advice on how to improve too.

We are wondering what other career options use similar skillsets / his skillset / has features he enjoys (I think the civil service convinces people they have no skills to keep them, but he has lots!) He's in policy and enjoys working internationally. I think part of it could be him spending time thinking about what type of work he enjoys / what features of his work, and following that, but it's hard to figure out how to do that so I'm wondering what resources might exist.

I would have thought some elements of consultancy work could be similar, but unsure what type of consultancy / how to go about looking.

Any tips gratefully received!

Someone in policy who I knew moved to the Wellcome Trust and does international stuff there.

I think he needs to meet with colleagues and network a bit, take more active involvement in his personal development - and speak to people who have left his dept for positions outside of the civil service.

He could look at the big contractors who run gov-funded projects. We have several ex civil servants working on ours.

He could get a mentor in the workplace. Most departments have these. They can really help.
