What does opting out of this mean?

An agency contacted me today and would like to put me forward for a lucrative contract, but have asked me first to respond to an email by the end of the day stating whether I want to opt in or opt out of the The Employment Agencies Act (EAA) 1973.

It's worded as though they will only represent me if I opt out.

They're a very established agency in their field who I worked for some years ago, but I don't remember being asked to do this.

Googling it brings up lengthy explanations so I thought Mumsnet may give me a more succinct answer!

Don’t opt out. That sounds really dodgy. I would be very surprised if they will only represent you if you opt out, however they try to word it.

If it's a contract and you are a self employed contractor, then it's fine to opt out.
If you thought you were applying for a full time employee position with PAYE etc, then don't opt out/apply.
