NHS - competencies

Can anyone tell me how competencies work in the NHS?
For context, I've never had any. My role was new when I started so nobody got round to writing any.

I always assumed competencies went with the role - so a band 5 district nurse worked to b5 DN competencies for that trust and they were core for all staff doing that role even though some B5 DNs may have different skills. Each DN would then have different objectives which are between them and their line manager

I'm now in a position that we have recruited a support worker. I have no management responsibility for this individual however I delegate to them and I am responsible for their day to day work. A set of competencies has been written by their manager. I was shown them in a meeting and had a number of concerns. I asked for a copy to reflect on. This was not provided. I have no idea what was actually included in the final competencies.
Support worker is prepared to show me what's in there but I cannot have a copy because they are personal. I assume she's been told that by her manager.
i will be the person signing them off.

Is it usual for competencies to be personalized?

I’ve worked in the nhs 10 years this year and never had a list of competencies beyond the job advertisement. There should be a job description but managers set Smart targets and review at 1:1s. The targets are linked to the trust/team strategy rather than the original competencies.
