tax self assessment fine..... advise needed

I used to be self employed, I notified the inland revenue last yr when I did the previous yrs tax return that I had ceased trading and put in a date of cessation in my tax return/

I haven't earned any money this past tax year and therefore haven't paid any tax. However, inland revenue decide to send me ANOTHER tax return. I phoend them and explained that I had already notified them of cessation of business, man on phone said I needed to log on and do ANOTHER tax return and put ANOTHER date of cessation in.

Now, as a result of some faffing about on my part and having trouble finding my log in details (bearing in mind, I didn't expect to need them again!) I put in my return late.

I've received a £100 fine for filing it late angry Now my understanding was that if you haven't paid any tax, you are unable to be fined anything....

Has this changed?
