Would you "go back"

Left an organisation about 2 years ago having been there around 10 years. Good public sector type organisation with decent work:life balance, lots of nice colleagues etc. I was sad to leave but decided the new role was a step up and I needed a change.

Not keen on the current job. Not what I signed up for although again nice colleagues, flexibility etc. can't see myself staying though, looking around to see what else I can get.

Different job going in old organisation. I now have experience of doing that parts of that role. It also interests me more than what I am currently doing. Again, not a step up and actually probably a bit of a backwards move in some ways, although opportunities to progress which I regret not taking in the old organisation now!

Tempted to apply, but I feel like one shouldn't "go back" as it were.

Have you gone back? No guarantee of the job of course but I'm really torn whether to apply (if I were rejected I think I would feel quite rubbish)

I don't think there's anything wrong with going back, it's not going backwards if it's a different role. Organisations like a mix of new blood bringing in new ideas and experiences and long standing staff who provide continuity and institutional knowledge and you'd have a bit of both.
