Thinking about leaving job...

So this is the first time in a really long time, I've had to think about it and I'm not sure whether what happened in my review was normal behaviour from my manager. It went like this

MAN: We're really grateful to have you and we appreciate the work you do. We've decided to keep you in the same team as you're in now.
ME: I really enjoy working here but as you know, I asked for a transfer to another department at my next review. I also haven't done any CPD this year and I would really like this to be a priority going forward.
MAN: Well there's a course we can put you on called xxxx.
ME: I did that course 2 years ago. I have now achieved level 3 qualification.

Am I being fair in thinking she should have known? I feel really resentful that I've been bypassed because I'm a nice person and try not to make trouble.

No I don’t think a manager should have necessarily committed to memory every course team members have been on. I also think it is for you to ensure your CPD, not your manager.

But if you want a change and you cannot get it internally, then yes you need to look for a new job.

Would the transfer have meant you’re doing a new role or continuing to use your existing skills in a differently team/department/division?

No, a manager would not necessarily remember what course you have been on, especially if it is a biggish team. Before the review, did you do a self-review and stated that you want more CPD or did you only raise CPD for the first time at the review. If you put it in your self-review, you would expect your manager to have at least read your self-review and come up with some suggestions for training. If she was proactive, she would have checked what you would already have done but frankly, I don't think managers prepare that much in advance for these reviews. If she did not, she could have done better but I would not see it as necessarily a signal she does not value you.

Again, if it is a big team, believe me, your manager usually has barely any time to prepare for these meetings. So don't read too much into it.

What have you been bypassed for? If you asked for a transfer to another team, it is really for your manager to facilitate it (after all, she is hurting her own team for a trained team member to leave). Should you be checking with HR or the new team you applied to? If your manager won't support a transfer and you are stuck, yes, do leave. You said as much.

You say you are nice person. Could it be you are not proactive enough in managing up and managing your own transfer and CPD internally during the course of the year?

My manager is usually too busy to 'manage', so I have to make things happen on my own and update the manager to make them feel in the loop.

I feel like I was bypassed because I asked to go into another team 5 months ago and they offered a job to someone else, who's been there less time. From the day she started she's been really assertive without really caring about consequences and I've had to do a lot of soothing over.

I even spent some time in another department and they were reasonably positive about my skills which made me think it might happen.

The first 3 years I was there I organised my own CPD. This year I got a bit fed up of it because I had to pay for it myself. I asked to go on a course with a couple of colleagues to make it easier for them and was told no because they couldn't afford to send everyone. Other members of the team were meant to feedback but didn't.

I understand where you're coming from re department size. Today was a really busy day and she was really overwhelmed.

Probably too late now but since the role went to another person, could you have asked for feedback as to why you were rejected? That way, you can work on polishing up any gaps. Was there a formal interview process or was it informal? I can understand that the latter may may you feel it was not an objective process.

As for the company sponsoring your other colleagues' training course and not yours, is there any reason they did it because otherwise it sounds discriminatory. Is it because it is more relevant to your colleague's work or they applied earlier or are in a different department that had a budget? Can you try again next year and ask what criteria you need to meet so that the company sponsors you the next year? If they turn you down twice without good reason, there is your answer.

I don't feel you have enough information to definitively come to the conclusion you were bypassed (there could be something you are not telling).

I've asked for a meeting next week to discuss it with the manager. I just think I need to know.

We're both part-time. I know historically I've been quite quiet and she's much less tolerant than me when there's an issue. I think it helps her.
