Anyone know about Local Govt disciplinary hearings?

A relative has one on Friday but has been told she can only be accompanied from within the organisation, is this standard?

Where I work (education) for an informal hearing that would be the case, but for formal can be accompanied by anyone?

Yup, a colleague or trade union rep, perfectly normal.

Is she in a union? If so she can ask her union to supply a person to accompany her.. If not it may still be worth approaching her rep ( especially if its Unison) .. Officially you have to be a member for 3 months but some local branch reps will help non members if they can .. ( they would usually expect her to sign up though) ..

I'm a senior local government manager and regularly chair disciplinary hearings and your friend is correct she can be accompanied by a colleague or union representative but no one else. Standard practice across local government.
