Verbal offer from prospective employer but no offer letter

If you had a hr interview with a prospective employer where they told you they were intending to make you an offer subject to 6-8 weeks of background checks, but would be sending you an offer letter between last Friday to Tuesday, is there a high chance they might come back and say that they changed their minds? Has anyone ever had experiences like that.

Some staff members on the HR team are on leave but surely they would have holiday cover?

I would say it is common to be late with the offer especially if they have people on leave, I wouldn't assume it is a withdrawal at all

My current job which I admit I went into from unemployment, I didn't get the contract until I was walking up the stairs to start (yes company with HR dept who don't really stand for much), apparently the contract signer was difficult to get a sign from as much as prior to starting they said it was coming in the post! would have been better to tell the truth as it actually landed by email the minute I was starting).

My new offer is with a much smaller company and are wanting to complete paperwork first day after a verbal offer - I've been in this situation with a small company before and it worked out so fingers crossed, very fortunately never had a company change their mind. (yet)

I had to chase to receive my formal offer letter almost 8 weeks after my successful interview so I would say that unfortunately it isn't uncommon Op.

In my experience of HR departments they are a low unto themselves. No point really in expecting any kind of standard way of operating which to be fair to them isn't a surprise as all companies are different and each recruitment is different.

I'd be surprised if HR professionals have holiday cover, I've never come across that for a profesional role
