Unpaid training on NMW job

Apologies, it's long and most is just backstory for context.

I've been working PT in a organisation for a few months. There is one manager. No line managers, team leaders or supervisors.
Manager is...... unapproachable. Doesn't even say hello in reply to your greeting half the time.
When I got the job, manager phoned and asked me to come in at XX time on XX day. No other instructions. I had to quickly interrupt before they put the phone down to ask what to wear and ask other basic required info.

When I arrived, manager wasn't working that day and no one knew I was coming. We had to guess at my shift end time and whether I would be in the following day. I was given no instruction from manager, no work requirement details, no contract or anything. Heck, I don't even have a uniform even though the cost was taken out of my first paycheque. A fellow worker gave me an old one that was left there. It wasn't until I had to query a short paycheque that I found out I only get paid 4hrs 45mins for a 5hr shift.
I now ensure I take a 15 minute break every single time. An online paycheque by the way, that required a password that I had to guess. I had never been told when payment dates were, never mind that I would get emailed payslip links.

Between starting and now I received no more instruction on my job other than what fellow staff members say they do. It's.... odd. Never in my working life has a job felt so unprofessionally run. No one was designated the task to train me but one person took it upon herself to show me the ropes. That's fine, I guess but it turns out that she's pretty new too!

Another staff member put me on the virtual bulletin board that manager never told me about (but apparently I am expected to be on)

After a while, my agreed hours/job role was changed to one I said in interview I was unable to do (so opted for another position) and my new job role was never discussed with me at all. I just appeared on the rota (issued the day before it was due to start) and that was that. So far I have made it work. Manager still hasn't discussed it with me.

Now manager has put on the virtual bulletin board that ALL staff members must have completed their "mandatory training scheme" by XX date or will be in for a disciplinary. Asking around I have discovered that there's an online training scheme that takes 45+ hours. It is geared towards other professionals working there and has very little to do with my job role at all.
A while back I did get a random email with some og in details and a link to follow. It did not say what it was nor that I had to complete anything. It didn't even say who it was from.

I am on National minimum wage, not a penny more. I believe I am now expected to do 45+ hours of training in my own time and unpaid.

What on Earth do I say if I'm hauled in for a disciplinary?

I would love to actually lay all this out with the person in charge but they are so damned unapproachable that any enquiries, no matter how small, receive a short, clipped reply in an annoyed tone. Other staff members do not speak with the manager either unless they're just getting a telling off, even if they've worked there for years.

I want to keep the job because the hours (more or less), location and the work itself are great. I just need some advice on how to politely refuse £400+ worth of unpaid working time. Any ideas?

do you have an HR contact to check with? it is illegal to pay people under minimum wage in the UK and the government does investigate where this is reported.

apart from anything, are they providing the laptop or phone for doing the training? staff may not have personal devices to check a bulletin board on, or do the training.

it sounds very poorly run and tbh i'd be reconsidering working there if i had any other opportunities in the area.

if they're this lax, what is it going to be like with any sick pay or maternity pay or dealing with holidays? are they even paying your tax and NI correctly? i'd be very wary about continuing due to the longer term implications of their awful processes/the manager's attitude.

background reading:

working 45hrs for free would make them in breach of NMW laws. even if you wanted to. and could. there are laws in place to protect employees from shite like this.

You paying for your uniform is also a breach of NMW as it's a deduction from your wage bringing it below the minimum level.

@theturtleshead so it is! I never knew that! Google tells me it's true. Wow. I knew the manager was unprofessional but I had no idea that the company (payroll is a centralised department for the different branches) was just as bad. I guess if I do end up in a disciplinary I will have to say something about that. I paid for my own PVG out of my first wage too but according to the gov website who pays is at the discretion of the employer.
