Messy line manager vs director

Is it ever ok to go behind the line manager's back and report directly to the director? That seems to be what my director wants me to do. I made the mistake of telling my line manager and he was clearly really pissed off and said he will talk to the director about it.

I don't want to screw myself over by trying to follow "correct" procedure since that clearly doesn't apply to my dept. It's a really dysfunctional and chaotic place.

They are also massively under paying me compared to newly created equivalent roles in other departments. I appreciate that directors are fighting over resources and setting their own pay bands, but they should at least match that and they keep saying how much they value what I do! I challenged them a while back and they said they'd review in the new year. I feel like they're just fobbing me off and hoping I'll go away.

I'm honestly on the verge of just saying fuck the lot of them, just give up trying to perform/progress and look elsewhere. I could deal with them messing around with my pay but the ambiguity of them fighting over who I report to is stressing me out massively.

I don't know if this is simply a wake up call for me to make a jump to be more senior, or what. Maybe a senior person or an ambitious person would just immediately build that relationship with the director and screw over their line manager? Especially since my manager is pretty much responsible for not giving me the pay commensurate with my role. I've been denied training despite repeatedly asking and I feel like a mug.

I realise I sound really naive. I've worked closely with my manager for 2 years. What am I supposed to do here? Help!

How long has the director been in the department? We they likely to move on leaving you and an annoyed manager?

Director been there 15 years. Manager 20 years.

Director will retire maybe next 12 months and I'm pretty sure they will replace externally. If my manager gets it I would eat my hat.
