If you saw a part time job being advertised would you assume that it was earmarked for an internal candidate

It's four days a week at a very good, well known charity. I can't think of any other reason that they would recruit on this basis. I'm half way through an application,but it's such a nightmare filling in forms with a crawling DS, and time is so precious I really haven't got time to do application forms and interview preparation unless there's a real chance of getting the job. There's no point in applying unless it's done really thoroughly and it just takes for ever....

No. Why would it have to be earmarked for an internal candidate just because it's part time?
It could just be a 4-day a week position, not enough work for 5 days. Or it could have previously been a 5 day post, reduced to 4 days to accommodate a flexible working request and that person is now leaving so they need a replacement.
Or it could be a job share type arrangement and they have a person doing, say 2 days and want some overlap.

Could go on....!

I definitely would NOT assume that this is for an internal candidate. Organisations such as councils and charities are often more progressive about offering flexible working conditions, and because they receive public money, they will probably have a strictly controlled interview process that will not be weighted in favour of an internal applicant.
