Work screwing me over regarding promotion + mat leave

Hey Ladies
Was wondering if anyone had any advice on how to manage this.
I joined a new company 18 months ago under what I now realised were complete lies regarding expectations.
In short, they were hiring for a particular level and then when I was just about to sign the offer they decided to lower that level to the slightly more junior level... this should have been my red flag but I was naive and they cajoled me into thinking this was to help me succeed faster and the promotion would come at the end of 2019. This didn't happened. By the end of the year despite glowing reviews, they kind said tentatively that it would be for 2020. Just spoke to my boss ... i will be leaving on mat leave in November 2020 and they were excitedly told me that their aim was to have me leave in a really good position to be promoted in 2021... pretty much provided I didn't spend too long on maternity leave.
So that's it , this pretty much confirmed I won't get promoted this year and it is very tentative for next.
To make things worse , they hired me at a salary that they didn't tell me was at the top of the range for that level and wouldn't change unless I get promoted...

I am fuming and despaired in equal measure... does anyone have any advice on how to handle this? Not only does it suck for me but it also sends a horrible message for the very few ladies in my industry... i'm obviously going to look for another job whilst on leave but with this economy... what should I do? Should I fight my corner some

Do you have their commitments and nudges about promotion in writing? What about the change in contract? If so, get in touch with ACAS. They need to stop promising what doesn’t happen. Congratulations on the pregnancy!
