Someone at work keeps making complaints then retracting them

Long story but the jist is we have a twat at work who is just one of those pain in the arse and likes to shit stir. He's disruptive, has caused a near punch up amongst 2 other colleagues and spreads poison. We work in a factory and what he does is specialised so not easy to replace, not impossible, but not easy.

He has repeatedly made complaints to hr about our boss but then retracts them the next day. He says he's being bullied but he's not, he's just being asked to do his job.
This has been on going for a couple of years now, hr don't seem to bother with telling him he can't keep doing this.

My question is is there something official that can actually turn the tables on him and for him to be investigated to ensure that he can't keep doing this. I've tried Google but I can't seem to find much so I thought I try here

Depends what your disciplinary/grievance policy says. Ours has a clause that says anyone who repeatedly makes malicious grievances could be subject to disciplinary action. But can you prove the grievances are malicious?

Other than complaining about any disruptive behavuour, how is his complaints about the boss impacting you and how do you know about them? What are you in this scenario to be taking such a personal interest and want revenge on him?

Your manager could complain about him. Putting in complaints repeatedly and withdrawing them could be construed as bullying.
