I was interviewed for a job in a council run children's home (residential care officer) in July and was offered and accepted the post the same day. However they have not been in touch to arrange a start date and whenever I contact them to ask about progress they say they are still waiting for information.

I have got my DBS for the job, and supplied references. I left my part-time job last December to set up my own business as a Personal Carer, so I gave details of my last employer and that I am now self-employed . According to the Home Manager a business client needs to supply a reference but they do not want to as they see it as an invasion of their privacy - he keeps insisting they are my employer and that he needs a reference from them and I keep saying they pay me for a service and do not employ me (I am registered with HMRC). Another PA who worked with the same client in the role of Team Leader (client required 24 hour care) has agreed to give me a reference. But I have not heard if the council thinks this would be acceptable. A HR person talked about OFSTED requirements for children's home staff but I can't find any information about this.

I am beginning to get anxious, I feel as if I am under scrutiny for something I haven't been told about. I have had continuous CRBs/DBSs for more than 15 years and have worked with vulnerable people in paid and voluntary capacities for more than 40 years.

Can anyone please give me any insight into what might be happening?

Yes it's in the regulations. Children's homes regulation 2015 under reg 32 and schedule 2 (4) if the person has previously worked in a position involving work with children or vulnerable adults, verification so far as reasonably practicable of the reasons why the employment or position ended.

The children's home operates within the regulations as they are required to do, don't worry this is normal.

Thanks comeasyouare1 hopefully this latest reference will sort it then.

It's not that I mind being checked out as I know it's important but the vagueness/secrecy about what they need to know.

And self-employment is different to employment because you have no right to ask for a reference and some people definitely see it as an invasion of their privacy (I would - even if I liked my service provider I wouldn't want strangers to know I required high level care).

Comeasyouare - they have now had the third reference since Monday (the others for about 3 months!) but apparently the manager is still trying to 'verify references'.

Is this normal - I have been subject to scrutiny for ministerial appointments in the past and it was not this dragged out?

Oh dear it is dragging on for you! They have to do a verbal verification of your refs, it might be that they haven't managed to get hold of your referees to do this. You could give your referees a ring/email to ask them to reply? Or speak to your new manager and ask if it would help if you did this? Unfortunately this is common and ofsted always check on inspection that this has been done. I know it's really frustrating when you just want to get started but try not to worry.
