Theoretically, could I have been made to travel 30 miles from my base in an amber weather warning?

Last week we had feet of snow. I was due to work at HQ but couldn't because my DCs' school was shut with an hour's notice, understandably. I'm only allowed to use an hour of that as parental leave but I couldn't risk travelling anyway as although HQ we're a bit better off weather wise, o would've been travelling back into an amber warning with police and council telling people to keep off the roads. There was an accident and I would have been stuck in that.

My base is close to home, I could've walked there. Should I have been allowed to do so or are my employers right to ask me to take the risk?

Funnily enough they have a duty of care to make us present piles of paperwork to fulfil their duty of care before we can claim travel expenses. This does not include proof that we own a 4WD.
