Esa and broken arm

Can my self employed husband claim esa - he is a self.employed picture framer and has broken his arm

I don't think so unless it's going to put him out of work for 16 weeks. Check the rules on the government website.

He should be able to claim SSP though?

Yes you can claim it as long as you are paying national insurance which I'm sure he will be. I claimed it when off ill and I am self employed. The form is awful. You will need a sick line to go with it and birth certificates and ID if I remember correctly.

He isn't eligible for ssp as he is self employed.

(SSP is for employed people, it's what employers pay, so it doesn't apply to the self employed)

He'll need a fit note from the GP saying he's not fit for work.
