Do you mean that you are aelf employed and earning under the threshold to pay class 2 NI contributions (about £5k or so) and wondering whether paying them voluntarily would be a good idea?

If you have a self employed profit of over about £8k or so then you will need to pay class 4 NI on the amount over the about 8k.
