Self employed expenses

I don't know a great deal about starting your own business and being self employed and I am currently researching the idea.

One thing I can't seem to find the answer to is, do you have to make profits of over the personal allowance to claim back self employed expenses?

I cant seem to work out at what point you are allowed to start claiming expenses back in your self assesment?

not much point claiming expenses if you're earning less than the tax limit!

I earn less than the tax limit but claim allowed expenses, otherwise my income is not 'true' We are also eligible for tax credits, so it's important to have an accurate income for those.
