I am clear that if the employee does something else within the 6 months then a written warning may follow But in the backsliding year does it have to be a repetition of the same behaviour that gave rise to the warning in the firstplace or can it just be anything else?
E.G employee is warned for flouncing say flexi clocking in and outbbeing late for work The employee then does it again in the 18 month period tso a written warning is given. That is clear.
EG the employee wth the oral warning for being late then in the six month period goes onto breach security inthe backsling period would a wriiten warnig stii be given or would it just be another oral warning?

Not sure what backsliding means but to receive the next level warning an employee doesn't have to commit the same offence. Another offence would usually still result in a first written warning if the employee was already on a verbal warning.

Yes but when does the first oral warning stop? After a year What?

It would say in the disciplinary policy and in the letter confirming the original warning. 6 or 12 months is common.

If this is an actual situation you/the person should check their verbal warning confirmation letter and see when that warning expires.
