What's the relevant legislation covering the rights of a trade union rep to express a view?

Due to a situation that has arisen at my place of work, I've been trying to find some information on the above, but haven't found anything that spells this out.

A TU rep has produced a flyer that it is clearly written in her capacity as a rep. The information sets out the union's position on a range of issues, but although highly subjective, doesn't threaten the reputation of our employer in any way.

A fellow manager has suggested that we tell the rep that this is not acceptable. I feel that we would be on very dodgy ground and would like to support my view with reference to relevant legislation. Can anyone refer me to the correct source?

If it's to do with health, safety or welfare issues I think it would be the Safety Representatives and Safety Committees Regulations 1977. If HR issue, not sure?
