Agency Letter is this legal

I work for an agency, on a self emplloyed basis, and have recieved this letter from them.

Over recent months I have to say I am disappointed with the amount of staff cancelling shifts at the last minute, failing to attend shifts once they are confirmed or giving availability not fulfilling the requirements once they have been given

May I remind you within your contract terms we do have the right to charge you for any shifts cancelled with less than 48 hrs notice or that you fail to attend.

I have spoke to staff and they have assured me that is is a generic letter sent to all but aimed at a few. However I am now concerned if I agree to a shift and then my child is ill I could be charged.

I think I have the hump because they often cancel shifts with less than 1 hrs notice when I have arranged childcare etc. On another occasion when I arranged for a shift (two buses, 1 hr journey) I was told I should have been in for early shift and sent home. I arrived home to the agency ringing and saying sorry our mistake but they do need you wiil you back. I went back but they only paid me from the time I arrived back.

I have never yet cancelled a shift on them but occasionally I give availabilty which when they ring me i can't do ( I have a young child with SN so arranging out of hrs childcare can be difficult)

Advice anyone

Sounds like a letter just reminding you of the contract terms you've already signed up to, in which case perfectly legal. Have you checked your agreement with them to see if it says that?
