How long before you would reconsider some-one for a post?

At work I went for an internal promotion and for a variety of reasons (including the fact that I had asked for an early interview slot and it was in my calendar that I had to go do dd's school at lunch-time I was given 11.30), I did a rubbish interview but did not worry too much as mainly I wanted the interview practice. Problem then arose that another two vacancies came up including one that I really want and am the most suited internally - not just my opinion but everyone around. My feedback from the previous interview was that although they did not question my ability it was a terrible interview, and I should practice them. So I saw HR got some advice etc, which they organised.

When the vacancy arose that I really wanted, I got told they would not re-interview me because it was not that long ago the previous interiew (about 4 months). I have been to HR and they said that they do not need to even reconsider re-interviewing me for upto 2 years before HR would consider anything wrong.

I contacted the head of department, but the deputy saw me who said they did not question my ability to do the work etc but would not re-interview although when the post became vacant (while waiting to find a replacement) and when the new person was in post I could take on some of the responsibilities and tasks etc. I have had this offer before, my line manager gave me some of the respsonsibiliteis etc but no extra pay was available.

Do you view this policy as fair? and what would you do in my position? I am looking elsewhere, but am limited because of location as to places I can work.

It is not fair to say that they will give you some of the job but none of the pay. Either they believe you can do the job and pay you or they explain clearly why they feel you are not suited to the job and feel an inerview would be wasting you time. They do not have to interview you, but as it is an internal post , I would expect them to explain fully why they are not going to do so when you feel this paticular job is better suited than the last one they let you interview. Perhaps ask for an inform meeting to express your concerns and pov, point out that you were very unhappy with previous interview and that you feel it may have reflected badly on you, that it was a one off etc and ask for the chance to at least be interviewed to give you the opportunity to "put your case". Do you have a lone manager who could speak up for you? or your referees if it is internal post?
