Civil service bans men from women’s spaces? Leaked guidance

LadyHelenaThistle · 16/10/2026 08:03

Can anyone in the civil service confirm this? From the leaked document:

Access to facilities
11. The Department is responsible for managing access to workplace facilities and ensuring that arrangements are lawful, appropriate, and meet the needs of all employees. An employee cannot independently make a decision about which facilities they will use, but must follow the Department's policy and guidance.

  1. Employees are not required to disclose their gender identity. However, it will help the Department to fulfil its responsibilities to you as an employer if you do choose to share information about your circumstances. Neither are you required to disclose if you have a GRC. Although a GRC changes your legal status in certain respects, it does not alter your sex for the purposes of accessing single-sex facilities.

  2. You may not elect to use facilities of your affirmed gender which are designated as single-sex. Where provision of facilities is limited, interim facilities access arrangements may need to be put in place. Your line manager will work with you and the departmental Estates team to consider the options available within your workplace while any longer-term facilities provision is arranged.

  3. Depending on the facilities available in your workplace and as defined in the Policy's Glossary of terms, the facilities available to you are most likely to be:

  • facilities which are designated as unisex or universal, including a unisex accessible toilet
  • facilities of your sex which are designated as single-sex. If you are content to use these, this may be possible in some circumstances. However, your line manager will not require you to use or continue to use these.
15. If you work from locations other than your base office, you may find that the facilities provision is not the same. If you are not sure what facilities you should be using when visiting those premises, you should raise this with your line manager or contact the designated Estates mailbox.
  1. All arrangements on access to facilities may need to be reviewed with your line manager from time to time so that the Department, as your employer, can ensure legal compliance e.g. when there is a change in legal interpretation or any relevant statutory guidance about use of facilities.

  2. All employees are expected to follow this guidance and associated policy, regardless of whether they choose to disclose information about their gender identity.

The TRAs must be so pissed that after years of Conservative rule it is Labour in power as all these wrongs get righted.

Yes - it's also a labour govt who placed gender questioning children firmly under safeguarding guidance. Which suggests that there must be hidden data from the NHS, the police, education etc that highlights the appalling impact that both social transitioning plus dodgy use of PBs etc on developing minds and bodies.

They've been so captured by the trans lobby they would never have done it unless they knew what was coming down the line.

Good (albeit belated) news for the NHS and civil service but we also need a return to proper single sex spaces at schools and local authority facilities. As in a recognition that solely providing mixed sex spaces is unacceptable and discriminatory. I have been looking at secondary schools with mine and almost all of them have full-length locked doors - male and female right alongside each other - just opening out into a corridor. I remember being a teenage girl when periods went wrong or sometimes fainting. To lock a girl away behind a full-length door and expect them to emerge on to a busy corridor at that time of their life is cruel.

The change in toilet designs in schools was the impetus for me starting my campaign to keep toilets safe. There’s been so many problems that should serve as a warning.

What everyone seems to be promoting is adding completely private mixed sex toilets to cater for a very few people. If anyone had done a risk assessment on adding completely private, resistant to sound spaces to public areas, especially retrospectively in unsuitable areas, they would understand the cost often outweighs the benefit. I hope this is properly thought out. Adding a poorly designed enclosed space is discriminatory because it affects certain groups more than others.

I don't suppose they'll be missed much judging from their entitled attitudes on that thread.

I suspect the shock troops will be the handmaidens. Progress lanyards, pronouns, 'you can pee with me', all the performative bullshit. Obviously they can strip off in the mixed sex changing rooms and shower with the other...girls if they wanted to validate they/them. Let the nonconsenting bigots women have the single sex facilities.

The problems lie when the handmaiden is quite senior. It may still be difficult for women to speak up if their line manager, in their own little fiefdom, just (at best) plays lip service and the fragrant Brenda is given a nod and a wink. GC women have been winning their cases but it's a minority who've had the strength, funds and stamina for the fight. Their wins have come a tremendous personal and actual cost. There seem to have been no repercussions for the colleagues and managers that made their actions necessary.

This guidance, if it's real, is a big step in the right direction. There needs to be actual consequences for ignoring it.

I wonder what the reactions of the unions will be? I'm desperate for someone to take on a union like Unison who are explicitly twaw like Sandie Peggie did with the nursing Union.

The vast legions of women who keep their mouths shut and their heads down because they have families to support and bills to pay, but in Reddit land they’re free as a bird to flounce off onto benefits. It’s very speaking about who carries the responsibilities in society, and who is all hot air and ego.

Wishesandhorses · 16/10/2026 16:51

Sigh.

The passionate and desperate to be with men will be fine in the gender neutrals, won't they? They can pee with men to their heart's content. They merely cannot destroy other women's needed provision to demonstrate their political purity. I get that not getting to wreck the rights and access of women to some people is utterly heart breaking, thoughts and prayers etc.

I would be wary about some well meant campaign however to don t shirts and lanyards declaring I Am The Right Sort Of Woman Who Will Pee In Mixed Sex Spaces To Comfort Men as it's unfortunately going out the male users. Better to just use them quietly and stop faffing.

If they are unwilling to follow policy then ok, their decision. Plenty of people looking for work.

It is going to need to be written into contracts, the following of policy.

My GOD the effort in 2026 to get women permitted their actual, existing rights.

Equally, you don’t speak for me. You are welcome to pee with men if you want. You are welcome to go ‘in the bathroom’ with ‘anyone who identifies as female’, but you’ll have to go in their bathroom, ie the Mens’ or the Unisex one, not the Ladies’.

IwantToRetire · 16/10/2026 18:59

Assuming this is the same guidance as in OP the Telegraph has a rather different attitude.

Confronting someone who might be in wrong facilities for their gender could be ‘unlawful harassment’

Agreed! Sorry if not clear, I was posting an exchange from Reddit supporting the point that handmaidens will always be there to give away other women’s rights for clout - intra-group social jockeying, as I’ve heard it called. I pasted the text into my message bc it didn’t look as if the screen shot was showing up.

I agree with the Telegraph’s take here - I didn’t copy the whole doc into my messages and probably ended up giving a more optimistic slant than is fully warranted. The civil service guidance seems to me much more grudging and problematic than the NHS guidance, as it seems to leave realistic employees open to the Bananarama defense - you can not believe a man is a woman, but you need to be very careful about how you express that.

OP posts:
lcakethereforeIam · 16/10/2026 19:42

Tbh I think escalating incidents to managers is probably good advice. Does the guidance say anything about what the next step should be if the manager ignores the complaint or if the person is the manager.

I've read a couple of the articles about the CS who was apparently holding 5 jobs simultaneously. It seems very, very difficult to do anything about bad staff in the CS.

Yeah also don't understand how everyone can have free speech, but if you refuse to play along 'deliberately deadname' then this is a problem. How will that work in reality?

Thehorticulturalhussie · Yesterday 13:18

Ok. Genuine question that I could have posted on several threads but I just happen to be here.
As I'm reading it, it seems that trans women (again not my words) in the workplace don't want to be forced to use a 3rd space because not using the womens' SSS will out them.
This implies that they genuinely believe that none of their colleagues know that they are men. That they pass 100% and that nobody has the teensiest inkling that Imelda was born Ian?
Have I misunderstood? Oversimplified?

I think a lot of this is fantasy.

I agree but it seems to be the hill to die on. I really can't make it make sense. I think that, as others have said, the illusion/delusion that you can change sex has been pandered to, promoted, protected in the name of BeKind and in fact it has been cruel.

lcakethereforeIam · Yesterday 14:48

There is a chance that some trans people, perhaps who were transitioned as children, were genetically fortunate to physically be closer to the sex they claim to wish they were, had a skilled surgeon and healed well, might be able to successfully go stealth. All their documents can be changed to lie about the sex they biologically are. I don't think I'm atypical in that I've never seen any work colleague naked, so scars or genitalia would be unlikely to 'out' Alice. It might be only close family who know Alice was born Albert. I suppose these tiny minorities of tp could try to ride their luck.

I'd argue though that having to literally live a lie potentially from childhood can't be psychologically healthy. Worrying about, waiting to be outed. Lying to your friends. Negotiating romantic relationships, thinking if this one ends badly would they 'out' you? Or does Alice try lying to them too although that's a crime.

I'd think honesty is the best way forward. I can't imagine how stressful keeping a secret like that would be. I hope most people would be okay and the law does still protect tp from discrimination. They still have the same rights as everyone else.

What's weird to me is that a person's sex is not something they have a right to keep secret yet somehow it's believed that the fact that you have "changed" your sex is.

Even though nobody can change sex anyway.

So what they're saying is, you have no rights to conceal the fact you're male. If people can see you are, it violates no rights. Yet you DO have the right to conceal that you are male if you claim to be female. Even if people can see that you're male?

And this is to be facilitated by access to female only single sex spaces... Ahhh I get it now.

It doesn't make sense, but it's not supposed to, is it? It's supposed to shut us up. Like TWAW.

They seem to really believe that they 'pass'.

And people who use demanded language 'just out of respect' embed that belief when it is clearly a falsity. What has become clear over the years is that : people must act as if they believe the identity is the truth and if they don't they are treated as a bigot. And therefore in the artificial bubble that is others acting as if that person's sex cannot be correctly identified, it allows them to claim no one has indicated that they don't 'pass' therefore they 100% 'pass'.

When you see posters as we saw over this past year posting that apparently they personally don't do anything to indicate to people that they are female, but people treat them as if they are female despite the fact they are male, you start to truly understand the harm that is done because people actually believe they are being respectful in using female language for male people.

Thehorticulturalhussie · Yesterday 19:04

@Helleofabore @Tears0fTheMushroom thank you for your responses, I really am coming to the view that accepting and condoning the policing of language has done a huge disservice to all concerned. I will remain resolutely GC but am starting to have a tiny shred of sympathy for those non-violent and probably damaged TW who thought that they were passing as W because nobody referenced them being men, especially in the trenches of public organisations.

AMansAManForAllThat · Yesterday 19:25

What’s been quoted is so rational and sensible sounding. It is important to continue to protect people from workplace bullying, like cruel taunting disguised as unintentional misgendering or deadnaming. Because there will be people who want to be cruel, given the opportunity.

I also agree with going to your manager if someone is using the wrong facilities, in your opinion. It neutralises all the talk of gender non conforming women being continually challenged as they go about their business. The idea is that managers know, right?

BridgetYourFortyDaysAreUp · Yesterday 21:11

What it really comes down to for me is that men who are living in some kind of "other place" where they believe they have more rights than anyone else, or different rights that are better than everyone else's rights, or whatever goes on in their heads, are going to have to start being treated just like everyone else. Not special. Not privileged. Just human beings with the same rights - and responsibilities- as every other adult in society.

Once they stop being treated (and acting) like fragile children, society can get back to something resembling normal.

I believe it will happen eventually, and we are gradually getting there. I don't particularly care how they feel about it, I'm afraid. That's the "taking responsibility for your own life and actions" part of being a grownup.

Some men will never get there, and they'll end up isolated from normal society after the rest of us have moved on.

As I've said before on another thread: all men (including trans-identified men) need to

a. grow up and stop expecting everyone around them to deny reality
b. stay out of female single-sex spaces and services
c. obey laws (including those that protect children)
d. treat others as they themselves would wish to be treated

And, other than the above, I don't bloody care what they do, where they go, or how they feel.

I can't wait for the day we can all stop discussing this.

ed. to add a word
