I am reading this as: the two clubs involved are being managed by people who reject the new policy and therefore the club who would have standing to make the complaint won’t make the complaint that would allow the governing body to take action.
I would expect that the governing body needs to modify that clause in their policy to widen the group of who can make formal complaints.
Perhaps there is another team who can make a complaint even if the Amazons only put the player on the ice in matches where the other team’s management will not complain, because that makes it unfair competition for the rest of the teams in that league group.
either way, something needs to be done so that teams who refuse to follow the policy aren’t allowed to get away with that behaviour in the future. It is also something to watch for with any policies that come out that restrict who can complain
