I think the flag is Home Office and they must be staff. I suspect it's a bit of sour grapes about Christians being told not to wear visible crosses, not to be allowed silent prayer etc. [Not specific to this picture]

Perhaps the first people prepared to stand up and push back against gender ideology are the ones that have the strongest aversion to situations that they feel are 'wrong'.

It might be that being the first to stand up is also self-selecting people that are likely to be objectionable in other areas?
